Yes, hematopoetic growth factors can be effective in patients with HIV infection and low blood cell counts; the essential thing is to recognize and treat the underlying pathology.
For persons with such low CD4 cell counts, in addition to pneumonia, there are a variety of infectious and malignant causes of bone marrow dysfunction, such as M. avium infection or Kaposi's sarcoma. Clearly, the diagnosis and treatment of these diseases would be essential for restoration of normal bone marrow function.
Lastly, antiretroviral therapies are essential (if available), since HIV disease alone can result in poor bone marrow function. I hope that you're receiving (or will soon be receiving) HAART.
